Anyone know what is the procedure for this kind of problem?

It is difficult to give an exact procedure for needling without first doing a pulse diagnosis, but even without that, there is a lot you can explain to the patient who is suffering from this, on what they can do and the changes they can make in their lifestyle.
firstly, thyroid problems are often misdiagnosed, they are usually the thyroid gland trying to sync with the rest of the body, and hence, seems like it is a problem, so we have to do a full pulse check for this to make sure it is what they say it is.
but again, if you are unsure, patient should follow the protein diet – which means lean meats (beef is most important in this) along with very small amounts of steamed kale or spinach. This is one of the most powerful change the patient can do, as this resets hormone disorders if done for long enough, and any hormone conditions you should stay on the protein diet for at least 6 months to 1 year and a half.
if patients find it hard to stay on the protein diet, then let them gradually get into it – the idea is to starve the hormone glands from getting more fats/sugar/carbohydrates which hurts the hormone system and pushes it too far (when it is already weak and trying to stabilize) – so when you dont give it any sugars/carbs/fats, the system starts repairing the hormone system and receptors, which allows total renewal of it – this also stops all kinds of pains, as you aren’t eating sugar which is what feeds inflammation/pain.

Sorry just realized you asked this. No they would need specific treatment, and I recommend getting western medical help along with the above, as daoist medical systems aren’t widely available and western medicine has a good grip on some areas of illness.

hypothyroidism is complex to treat, but the advice above is powerful advice for general tonification, especially protein diet. You should still see a doctor if you have a problem like this, and carry on with the natural methods at the same time.
